Armenia has become an increasingly attractive destination for international surrogacy thanks to its modern legislation, experienced fertility clinics, and transparent legal framework.
Surrogacy and assisted reproductive technologies are regulated by the Law of the Republic of Armenia No. ZR-474 “On Human Reproductive Health and Reproductive Rights”, adopted on 11 December 2002, and amended several times, most recently in December 2025. The law expressly recognizes surrogacy as one of the assisted reproductive technologies available in Armenia.
Surrogacy Is Fully Legal in Armenia
Article 2 of the law defines surrogacy as one of the assisted reproductive technologies alongside IVF, embryo transfer, cryopreservation, and egg and embryo donation. This provides a clear legal basis for surrogacy programs in Armenia.
Following the legislative amendments adopted in 2025, Armenia allows surrogacy for:
* Married heterosexual couples;
* Single women;
* Single men who meet the legal requirements, generally where a genetic link with the child exists.
Birth Certificate Issued Directly to the Intended Parents
One of the major advantages of Armenia is that the surrogate mother is not recognized as the child’s legal mother.
Because surrogacy is legal, the Armenian birth certificate is issued directly in the name(s) of the intended parent(s) in accordance with Armenian law. The surrogate mother’s name does not appear on the birth certificate, and she has no parental rights over the child. This avoids the need for adoption or post-birth court proceedings in Armenia.
Egg Donation in Armenia
Armenian law also permits anonymous egg donation as part of assisted reproductive treatment. Egg donors must undergo comprehensive medical screening before acceptance into a donation program.
